One more substitution? British media: Some Premier League teams discussed the possibility of "six substitutions" in a single game

October 16th, according to talksport, a number of Premier League clubs, including Manchester City, Liverpool, Arsenal, Manchester United and Nottingham Forest, privately and informally discussed the possibility of "six substitutions" in a single game at the European Football Club Conference held in Rome last week.

There are two core issues discussed: one is to increase the number of substitutions in the game from the current five to six; the other is to expand the size of the team's roster from 25 to 28.

The main motivation for this move is that after the Professional Players Association warned of a possible player strike , the club hopes to reduce the increasingly heavy workload of the players.

However, there are also doubts within the Professional Players Association. They doubt whether increasing the roster to 28 people can really reduce the burden, because it may cause more players to travel with the team but not get a chance to play.

Any rule changes will ultimately need to be approved by the International Football Association Council before they can be implemented. The Premier League currently implements a five-substitution system. This rule was briefly implemented after 2020, then reverted to three substitutions, and was finally adopted permanently starting from the 2022/23 season.
