Bonnette also pointed out that they are not obliged to set the deadline and date for the Camp Nou to be unlocked: "We are just as eager as Barcelona to resume operations quickly, but the city must ensure that the safety of fans is our top priority and that the technicians can work rigorously."

A city government official who asked not to be named explained that the key reason why Camp Nou failed to obtain approval was that the evacuation passage and emergency exit did not comply with regulations, such as unclear signs and problems with stair handrails, but the relevant projects will not allow Camp Nou to reopen for too long.
